These rules apply to everyone at Passport KC — vendors, their staff, and guests. Participating at the park means you accept them.

• Who it covers: everyone at Passport KC — food truck operators, booth vendors, their employees and contractors, and guests. Following it is a condition of being here.
• Passport KC is a curated marketplace: management decides who and what participates, and management decisions are final. Spaces, hours, and policies can change at any time.
• Operators must stay open during published hours; deliveries only before opening/after closing; fire lanes stay clear.
• Conduct: be professional and respectful. Harassment, threats, fighting, disorderly conduct, intoxication, discrimination, and profanity directed at guests are prohibited — for everyone, vendors and visitors alike.
• Cleanliness: keep your area clean and sanitary, remove trash through the day, clean spills immediately.
• Food trucks keep licenses, health and fire permits, insurance, and inspections current. Booth vendors keep their own licensing and may not sell food or drink that competes with the trucks without written approval.
• No alcohol without written approval plus government approvals. Smoking and vaping only in designated areas.
• Leashed pets are welcome (owners are responsible for behavior and cleanup); parents supervise their children.
• No amplified music or PA systems without approval — Passport KC controls all amplified sound.
• Parking is managed by Passport KC; unauthorized vehicles can be removed. Security cameras operate throughout the property — participating means you consent to video monitoring of public areas.
• Emergencies: follow management instructions immediately (severe weather, tornado warnings, fire, medical).
• Never allowed: illegal activity, gambling, fireworks, weapons, drugs, counterfeit merchandise, offensive materials, unauthorized solicitation or sales, hazardous activities.
• Enforcement runs from warnings to suspension, removal, non-renewal, or termination — serious violations mean immediate removal.
• The Manual can be amended at any time, and participating at Passport KC means you accept it.

EFFECTIVE DATE
This Rules & Regulations Manual ("Manual") governs all food truck operators, vendor booth operators, employees, contractors, guests, invitees, and participants operating within Passport KC.
Compliance with this Manual is a condition of participation at Passport KC.
Passport KC reserves the right to amend this Manual at any time.
SECTION 1
GENERAL AUTHORITY
1.1 Curated Marketplace
Passport KC is a curated marketplace.
Participation is by approval only.
Passport KC may approve, reject, suspend, remove, or refuse renewal of any vendor, operator, product, menu item, merchandise category, display, activity, or event.
1.2 Management Authority
Passport KC retains full authority to:
• Establish operating policies
• Modify operating policies
• Relocate vendors
• Reconfigure vendor spaces
• Establish operating hours
• Modify operating hours
• Suspend operations
• Close portions of the property
• Establish event rules
• Establish emergency procedures
Management decisions shall be final.
1.3 Site Modifications
Passport KC operates a limited number of food truck and vendor spaces, as determined by management from time to time.
Passport KC may add, remove, relocate, redesign, renumber, expand, reduce, or reconfigure vendor spaces, food truck spaces, common areas, parking areas, landscaping, entertainment areas, and pedestrian circulation routes.
SECTION 2
OPERATING HOURS
2.1 Published Hours
Passport KC shall establish operating hours from time to time.
2.2 Required Operations
Operators scheduled to operate shall remain open during all published operating hours.
2.3 Early Closure
Repeated early closure may result in:
• Warning
• Suspension
• Non-renewal
• Termination
SECTION 3
SITE ACCESS
3.1 Deliveries
Deliveries, loading, unloading, and restocking may occur only:
• Before opening
• After closing
unless otherwise approved.
3.2 Vehicle Restrictions
Vendor vehicles shall not enter customer areas during operating hours.
3.3 Emergency Access
Fire lanes, emergency routes, and service corridors shall remain clear at all times.
SECTION 4
VENDOR CONDUCT
Operators shall:
• Treat guests respectfully
• Conduct business professionally
• Maintain courteous interactions
• Follow management instructions
The following are prohibited:
• Harassment
• Threats
• Fighting
• Disorderly conduct
• Intoxication
• Discrimination
• Profanity directed toward guests
SECTION 5
CLEANLINESS
5.1 General Standard
All operators shall maintain a clean, sanitary, professional appearance.
5.2 Trash
Operators shall remove trash throughout the day.
5.3 Spills
All spills shall be immediately cleaned.
5.4 Surrounding Area
Operators are responsible for maintaining areas surrounding their Designated Operating Space.
SECTION 6
FOOD TRUCK OPERATIONS
Food truck operators shall maintain:
• Business licenses
• Health permits
• Fire permits
• Insurance
• Required inspections
Food truck operators shall comply with all applicable health and fire regulations.
SECTION 7
VENDOR BOOTH OPERATIONS
Vendor booth operators shall comply with all licensing requirements applicable to their products and activities.
Vendor booth operators shall not sell food or beverages that compete with food truck operators without prior written approval.
SECTION 8
PRODUCT APPROVAL
All products are subject to Passport KC approval.
Passport KC may:
• Approve products
• Reject products
• Restrict products
• Limit categories
• Require product removal
Management decisions are final.
SECTION 9
ALCOHOL
Alcohol sales are prohibited unless:
• Approved in writing by Passport KC
• All required governmental approvals are obtained
SECTION 10
SMOKING AND VAPING
Smoking and vaping are prohibited except in designated areas approved by Passport KC.
SECTION 11
PETS
Leashed pets are permitted unless otherwise prohibited by management.
Owners are responsible for:
• Pet behavior
• Cleanup
• Compliance with applicable laws
Aggressive animals may be removed.
SECTION 12
CHILDREN
Parents and guardians are responsible for supervising children at all times.
Passport KC assumes no responsibility for unsupervised minors.
SECTION 13
MUSIC AND SOUND
Passport KC controls all amplified sound.
Operators may not use amplified music, loudspeakers, public address systems, or similar devices without approval.
SECTION 14
PARKING
Parking areas are for customers, vendors, employees, and approved guests.
Passport KC may:
• Restrict parking
• Reserve spaces
• Remove unauthorized vehicles
• Establish event parking procedures
SECTION 15
SECURITY CAMERAS
Passport KC may utilize video surveillance throughout the property.
Participation in Passport KC constitutes consent to video monitoring of public areas.
SECTION 16
EMERGENCY PROCEDURES
16.1 Severe Weather
Management may suspend operations due to severe weather.
16.2 Tornado Warnings
Upon issuance of a tornado warning affecting the area:
• Operations may be suspended
• Guests may be directed to shelter
• Vendors shall comply immediately
16.3 Fire
Operators shall immediately report fires and follow emergency instructions.
16.4 Medical Emergencies
Emergency medical services shall be contacted as appropriate.
SECTION 17
LOST AND FOUND
Items found on the property shall be delivered to Passport KC management.
Passport KC assumes no responsibility for lost or stolen property.
SECTION 18
PROHIBITED ACTIVITIES
The following are prohibited:
• Illegal activity
• Gambling
• Fireworks
• Weapons
• Drug use
• Counterfeit merchandise
• Offensive materials
• Unauthorized solicitation
• Unauthorized alcohol sales
• Unauthorized food sales
• Hazardous activities
SECTION 19
WEATHER CLOSURES
Passport KC may suspend operations due to:
• Severe weather
• Utility outages
• Public safety concerns
• Government orders
• Emergencies
Vendor credits shall be governed by applicable license agreements and the Pricing Schedule.
SECTION 20
DEFAULTS AND ENFORCEMENT
Violations of this Manual may result in:
• Verbal warning
• Written warning
• Suspension
• Removal
• Non-renewal
• Termination
Serious violations may result in immediate removal.
SECTION 21
RIGHT TO MODIFY
Passport KC reserves the right to amend, revise, replace, supplement, or modify this Manual at any time.
SECTION 22
ACKNOWLEDGMENT
Participation in Passport KC constitutes acknowledgment and acceptance of this Manual.
